In 2021 HP desktop came with Windows 10, I updated to Windows 11 fall of 2021.  Did not realize that OS updates were not being installed until 2024 when red dot on "forward/reverse" symbol appeared in the task bar, saying that "your version of Windows 11 has reached end of service."  "Clickto download new version to keep supported"  Other updates came in just fine.  Cannot get Windows Update to update the OS.  Even had Microsoft Support take over the computer several times and they tried everything they could think of.  Nothing works, so hoping someone else has had the same problem.  Have downloaded the Win11_24H2 and tried to install many times, but it can never complete.  Error message:  "0xC1900101-0x40017, the installation failed in the SECOND-BOOT phase."  Hope someone can help, have been working on this for over 6 months.

The error you're encountering 0xC1900101-0x40017 during the SECOND_BOOT phase typically indicates a driver or hardware compatibility issue during the Windows 11 upgrade process. Since you've already tried the basics and even had Microsoft Support involved, here’s a more advanced, HP-specific approach to help resolve this:

Backup Your Data

Before proceeding, ensure all important files are backed up to an external drive or cloud storage.

 

Update BIOS and Drivers via HP Support Assistant

Outdated BIOS or drivers are common culprits.

  • Download and install the HP Support Assistant.
  • Run it and install all recommended updates, especially BIOS, chipset, and storage drivers.
  • Reboot your PC after updates.

Uninstall Conflicting Software

Temporarily remove:

  • Third-party antivirus or security software
  • Disk encryption tools (e.g., BitLocker, VeraCrypt)
  • Older versions of device drivers (especially graphics, audio, and storage)

Run HP Hardware Diagnostics

Check for hardware issues:

  • Restart your PC and press F2 repeatedly to enter HP PC Hardware Diagnostics UEFI.
  • Run System Tests > Extensive Test (takes 2+ hours).
  • If any component fails, note the failure ID and contact HP Support.

Use the Windows 11 Installation Assistant

Instead of ISO, try the official upgrade tool:

  • Download from Microsoft’s Windows 11 Installation Assistant.
  • Run the tool and follow the prompts.

Clean Boot Before Upgrade

To avoid third-party interference:

  • Press Win + R, type msconfig, and hit Enter.
  • Under Services, check Hide all Microsoft services, then click Disable all.
  • Go to Startup tab > Open Task Manager > Disable all startup items.
  • Reboot and try the upgrade again.

Use HP Cloud Recovery Tool (Last Resort)

If nothing works, consider a clean reinstall:

  • Use the HP Cloud Recovery Tool to create a recovery USB.
  • This will reinstall the original OS (Windows 10 or 11) and drivers.
  • After reinstall, try upgrading to the latest Windows 11 version.

Thank you so much for your reply.  I am in the process today of backing up my system and documents, etc.  I just need to uninstall my malwarebytes, avast, and CCleaner, then I can try to do your other instructions.  I had tried to install the bios update a few months ago, my system did not like it, and I had a hard time getting the computer back to where it was.  A little hesitant to try it again, but I will if this will resolve my problems. 

 

Here I was thinking back in the fall of 2021 that everything was fine and all updates to the Windows 11 OS were coming in and they weren't.
