I put in a new hard drive and am now trying to install Win 7 OS. When I boot to cd it runs but says no operating system could be found. I ran HP Diagnostic and it said no bootable drives detected, and gave an error code of BIOHD-3. Can anyone tell me what I need to do? Thank You.

Hi,
From what you describe it looks like the computer does NOT boot from the Windows installation media.
1. Please, ensure the installation media is working and intact - no scratches on the surface, test it on another computer (if you can).
2. If you cannot boot from another PC as well, then it is corrupted and you need to create a new one
You can download Windows 7 ISO from Microsoft web site >> https://www.microsoft.com/en-us/software-download/windows7
Here are instructions how to burn it on a DVD >> http://www.howtogeek.com/80094/how-to-burn-an-iso-image-in-windows-7/
3. If you indeed can boot from the very same disc from another computer but not from this one now, then please shut it down. Wait a few seconds and turn it on using the power-on button. Keep hitting Esc button (like tap-tap-tap) and once HP menu appears, choose F9 for boot options to boot from the media.
If application, you may also need to first disable Secure Boot and enable Legacy mode as described here >> http://support.hp.com/us-en/document/c03653226

Thank you for posting in the HP Support forum.
Would you please clarify some things... I am afraid this is hard to troubleshoot now remotely as lots of info is variable...
You placed new HDD and then you try to boot from WIndows 7 installation media? Is this correct ?
Do you really boot from the DVD and do you get screen like this >>
Because usually if you get a message like no OS found this means the computer actually tries to boot from a device with no OS - e.g. fresly placed new HDD.
But if it gives you no bootable drivers detected may be you did not place the HDD properly ? Are you sure it is well inserted ?
Are you sure your Windows 7 installation media is intact and properly working ? Can you boot from it from another computer ?

Yes I did install a new hard drive. Then I put in the windows 7 home (64 bit) sepup disc and tried to install. The light flashes and the disc spins but after about 30 seconds the screen reads no operating system found.
The system is HP pavilion All-In-One MS214 Desktop.

I think the problem is my cd drive is starting to go bad. I tried your solution and it did not work. I kept repeting the process and all of the sudden it worked. Don't know why but it did. Thank you very much for the help. Now all I have to do is get the millions of updates installed.

If it turns out to the CD/DVD reader itself, you may consider getting an external one that connects on USB, like this for example:

There are plenty of options online and vendors, too.
Since you run Windows 7, you may consider this free tool if you do not want to auto-upgrade to Windows 10:
