Hi. I will be recycling my old Windows 10 computer, so I would like to have the steps on how to wipe the disk clean without reinstalling the operating system.

I don't think it would be possible to remove all data: on your PC's system drive, and any additional data drives, unless you sanitize all drives and then reinstall the operating system on the system drive.

My pleasure.
Check this Site for many programs that can wipe disks.
I haven't wiped an operating system disk in a while. Many disk wiping options require cleaning the OS disk outside of the operating system.
You may have to create a bootable USB drive to run the sanitization software.
You'll have to check each option at the above link to find the best fit.
After wiping the disk you might be able to do a HP Cloud Recovery if your PC qualifies. Or do a clean W10 install using w10 installation media.
