Command prompt pop-up on HP PC, Win. 8.1

HP Envy h8 PC , Windows 8.1, IE11
Having two problems, one- a Command Prompt box flashes on screen every few minuets even when all the is open is the desktop. 2) While being on the internet all the open page will go blank and sometime I get a error message that says there has been a problem and IE must close and reopen (may not be phasing that correctly).
I have tried several fix ideas found on line but none have stopped the flash? Most fixes do not have my Win. 8.1 listed.

Try using another browser like Chrome or Firefox and let me know if you face the same issue

I suggest you perform a clean boot and let me know if you still get the flashing command prompt box

A clean boot is performed to start Windows by using a minimal set of drivers and startup programs.

Thank you  for replying. I will try your suggestion. Since I posted this here I went to MSN under Windows 8.1 and did a trouble shoot of the OS and it found 3 errors and fixed them (could not tell what the errors were if I tried) and since that operation the Command Prompt Pop-Up box has not happened. So, It may have been fixed? But, the problem with my internet pages going blank and the program (IE11) freezing up still is occuring. I will try the clean boot you suggest and see if it does anything to correct that.

Thanks again KT... after reading the instructions for the Clean Boot... I decided not to try that for fear of messing up my system. After doing the Window 8.1 Trouble shoot on MSN.... and the Command Prompt Pop-Up has stopped... I am content to live with the pages of IE11 freezing and going blank only to have to close IE and reopen, for now. Yes it is a pain... for now a liveable one... much like life.
I am glad that you (with HP) took the time to answer and make suggestion.
