Hi, Mark:
I am running W10 Pro on a dc7800 CMT.
Works just fine. Mine does have an AMD Radeon HD 6450 graphics card, so I don't know how the onboard Intel graphics works with W10. I do know that W10 automatically installs a driver for the onboard graphics.

Are you saying that it repeatedly tries to install Service Pack 1?
Any error-messages when trying?
Your computer: https://support.hp.com/us-en/drivers/selfservice/hp-compaq-dc7800-small-form-factor-pc/3459241
does have device-drivers for Windows 7.

Microsoft terminated all support for Windows Vista in mid-April 2017, including issuing of any security-updates.
So, there is a growing "risk" of being Internet-connected with such an "unprotected" computer.
Many anti-virus vendors stopped supporting Windows Vista in mid-April 2017.
Some of them even changed their software to refuse to install under Windows Vista.
Have you tried the AVAST free anti-virus software?
One friend installed it, when Microsoft Security Essentials "self-destructed" (turned-off real-time scanning, and refused to update), and it worked for them.

Google Chrome under Vista has NOT had any updates since January 2016.
Many web-servers (including http://support.microsoft.com ) no longer are compatible with any release of Internet Explorer running under Vista.
How old is the disk-drive?
Computers purchased between April 2007 and January 2010 had Windows Vista installed.
After that, all new computers had Windows 7 installed.
So, the disk-drive is quite an "antique".
I would not drive an automobile with worn-out tires that were purchased in 2009.
Better idea: access: www.BestBuy.com
Do a search for "refurbished desktop".
You should find a "decent" desktop, running Windows 10, for under $200 US, that has "double" the computing-power of your "dusty" system.
Windows 10 has improvements targeted to people with "accessibility" issues.
In fact, Microsoft offers Windows 10 for *FREE* for that class of people, to encourage them to upgrade, and to use that functionality to ease their lives.
