I updated windows 10 and it crashed during the update. I tried every option HP gives me on the HP recovery options. Only thing I can get to is DOS Command Prompt. Nothing else works. I tried installing windows from usb and it freezes up and stops during the installation process. It states that can't complete install. Looks like its windows pe. How can I correct this situation and restore computer to factory settings or reinstall windows 10

Hi,
Try running HP Diagnostics. Tap "ESC", select "F2".
Run some tests, could be a failing HDD or a memory problem.
Disconnect unnecessary peripherals when trying a clean W10 installation if hardware tests pass. You will lose data if you do a clean W10 install or a HP factory recovery unless you connect the HDD to a different PC before doing a clean install.
