I am trying to reset my pc in order to sell it and it has been stuck at 44% all night, I'm not sure how to go about solving the issue and I don't want to brick my computer by accident. can someone give me some knowledgable next steps please?

When it gets stuck, perhaps just reinstall Windows 10 using media from the Media Creation tool found here:
https://www.microsoft.com/en-us/software-download/windows10
Using a working PC, scoll down to "Using the tool to create installation media" and follw the directions. Then boot to this new media and reinstall Windows 10.
I'm not an HP employee.
