My computer has power but is stuck on a black screen and will not boot up. Any help would be greatly appreciated!

I read that the BIOS rollback did not work. Also, if the PC does not enter the BIOS (hit f10 on startup) then indicates towards an internal hardware issue.
I suggest you to reach out to our HP phone support team to check the available service options for your HP PC.

Welcome to HP Support Forums. 🙂 I came across your post and would like to help.
I understand that you have an HP TouchSmart 310 series all in one PC and it does not boot to Windows. The PC displays a blank screen.
To provide an accurate resolution, I need a few more details:
- Please let me know the exact PC model no. This link will help you to find the model no: http://hp.care/2bygf7l
- Did any hardware changes take place on the PC recently?
- Did any software changes or updates that might have happened recently?
- Do any of the lights (caps lock, num lock, power button, etc) blink continuously?
While you respond to that, I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Press and hold the power button to power it off.
- Disconnect the power cord and all other cables and devices from the PC.
- Press and hold the power button of the PC for 10 seconds to drain any static charge from it.
- Reconnect the keyboard, mouse and the power cord.
- Power on the PC.
If the issue persists then let us check if the PC boots to BIOS or not. The following steps will help:
- Power off the PC.
- Power on the PC and immediately hit the f10 key repeatedly (7-8 times) so that the PC can enter the BIOS.
- If the BIOS is visible then it does not look like a hardware issue
If the BIOS does not come up then let us try a BIOS rollback. This will not delete your data. Here are the different ways to perform a BIOS rollback: http://hp.care/2p1Ij73
