Product: HP Slimline Desktop - 270-p027cb

I just got an older computer from my dad and the password had been forgotten, so I had to reset it. My problem is is that when I go to try to set it up again, it goes from 'Hi there, lets get a few basic things out of the way' to "Why did my PC restart?' I have the computer hooked into the modem, so internet shouldn't be the issue, but the screens keep cycling, then starting the computer back up.
