My computer keeps turning on and off. Will not go to sign on screen. Ran a diagnostic test says processor and hard drive is good. Shows date and time then restarts. Please help

Superb description and commendable diagnosis of the issue before posting. Kudos to you for that. 🙂
For better clarity and to assist you correctly, I would require more information regarding this:
- Did this happen after a power outage or surge?
- Did this occur after a recent software or Windows update?
- Please let me know the complete model# or the product# of the computer to assist you better?
For now please try these steps:
- Please run hardware diagnostics on the computer from this link: http://hp.care/2g5feG4 and follow the steps from the option “Run the Extensive Test”
- If diagnostics pass then perform a Microsoft push-button reset from this link: http://hp.care/2ycnkmF and check if the issue gets resolved.
- It should fix the issue. Otherwise try to perform a system recovery from this link: http://hp.care/2g6Gowl
and check if it gets fixed.
If it does not, then contact HP phone support to order recovery media for this computer and perform a system recovery from by following the steps from the link mentioned above.
Please perform these steps one at a time. The trick is to remain patient. Going by your technical expertise and competence I am sure you will be able to perform these steps without breaking a sweat.

Hi!
In my area if any computer shut down it self, it means two think !
first: the power bloc is failing, it gives less power then required by the hard (mother board, CPU, GPU, ...)
second: your CPU (processor) is hanging with hot, it's time to clean accumulated dust from your mother board and CPU, with all fan's .
