Operating System: Microsoft Windows 10 (64-bit)

When I click the link in the control panel under User Accounts, nothing happens.

This is a desktop.  Local Account
                                   Administrator
                                  Password Protected

There are no other users on this PC

I login with Local Account

HP Pavilion 570-p056
Windows 10 Home (64-bit) 1703
Intel(R) Core i7-7700 CPU @ 3.60GHz, 4 Core(s),
12 GB DDR4-2400 SDRAM
NVIDIA GeForce GT 730
1TB HD SATA

Do you have the USB flash drive already connected?  IF it is not connected, the option will not work.
