All in one desktop HP windows 10

My computer will not load anything on the home screen besides the picture. The menu window button is in the bottom corner but when I try to click on it or the search bar it just blanks my screen black and goes back to just the pic. No icons are showing up for the internet or any of my programs. I can right click and turn icons off and back on but doesnt change. I can do clrl+alt+delete and it will bring up that menu and I click on task manager but it will not load at all. I can not get to any setting menus. I did the loud beeping reset thing by pressing alt B or whatever but that did not do anything. Have unplugged and plugged back in multiple times.
