I stupidly deleted all partitions except Recovery partition. Wondering if there's a way to still recover from that or if there is a factory  recovery USB flash drive available

You probably won't be able to install from the recovery partition.

 

You can try booting up the PC, immediately tap the ESC key to get the menu of options, select the F11 recovery option and hope that works.

 

If not, HP no longer has a recovery option for your PC but you can order the HP factory software image recovery USB from this vendor at the link below:

 

Computer Surgeons - Windows 10 Home Recovery Kit Part Number L50579-001 For DT PC Model Number 690-0...

 

You can also clean install Windows for free by making a bootable USB installation flash drive with the Microsoft Media creation tool for W10 or W11.

 

Download Windows 10

 

Download Windows 11

 

After Windows has completed installing you can install the drivers and available software from your PC's support page.
