Te OP wants to (re)install W7 for free due to the downgrade rights entitlement,
so buying any license just to get the installation media would defeat the purpose, would it not?
I have purchased though the VLSC on behalf of my church -- getting only 4% of your "minimum" quantity, namely 5 licenses for Windows and 5 licenses for Office. QED. One can purchase from the VLSC every two years.
Indeed, buying a licensed copy of Windows 7 (which was "withdrawn from marketing" several years ago, making it difficult to buy the product) definitely is not the same as trying to leverage those "downgrade" rights.

@Paul_Tikkanen, yes it worked. I retrieved the key & certificate with ABR Beta from the existing install of Win 7, burned en_windows_7_professional_with_sp1_x64_dvd_u_676939.iso (X17-59186.iso) to DVD & used it to install the Retail version of Win 7 Pro x64 SP1-U, declined auto activation during the Windows post-install process, re-ran ABR Beta to reinstall the saved key & certificate on the new Win 7 install.
