Hi, @ZV2017
You need these drivers for those devices...
PCI Serial Port
This package contains the Intel Local Management Service (LMS) and Serial-over-LAN (SOL) support for Intel Active Management Technology (AMT) for the supported desktop models and operating systems. This software is part of the Intel Digital Office Initiative.
http://ftp.hp.com/pub/softpaq/sp46001-46500/sp46134.exe
PCI Simple Communications Controller
This package contains the Intel Active Client Manager Host Embedded Controller Interface (HECI) device driver for the supported desktop models and operating systems.

What is the model-number of your computer?
Do you "need" the device-drivers, or do you "want" the device-drivers?
If your computer is your only computer, or is in a "home" network, and your computer is running fine without these device-drivers, then you do not "need" the device-drivers.
If your computer is part of a "managed" network of computers in a "corporate" environment, your company's I.T. group will install the device-drivers, and will use the device-drivers to remotely "manage" your computer, i.e., make changes to the BIOS and to the operating system. This "remote management" is probably not what you want in a "home" environment.

You're very welcome.
In case you need to know what the model number of your PC is, it is a HP Compaq dc7800.
The small form factor (SFF), I believe.
