The error message reads: A winpeshl.ini file is present, but no command was sucessfully launched. This could be caused by incorrect formatting or an invalid exeutable name. Please consult the documentation for more info". This occured after doing an hp update and restarting the machine. Other than this message the computer does nothing.

I reviewed your post and understand that you are unable to boot after Windows upgrade and getting an error message.

In order that I may provide you with an accurate solution, I will need a few more details.
- When was the last time the computer was working fine?
- How do you do the upgrade on the computer?
- Have you made any software or hardware changes on the computer?
- Have you performed any troubleshooting steps before posting?
While you respond to that, I would like to inform you that Winpeshl.ini files basically control whether a customized shell is loaded in Win PE installed of default command prompt and I would also like to know how exactly you had performed the upgrade to Windows 10.
It looks like the Windows update didn’t go through successfully and you need to reset the computer. I recommend you follow the steps in the below article to perform a reset on the computer.

Hi. Thanks for the help. The last time the computer was working was the morning of June 27th. I do the upgrades with the prompting from the computer. I had a message from the hp assistant indicating that an upate was necessary and went to the page and chose update. After the update the computer restarted to the dialog box with the information previously submitted.
No I have not made any softwear or hardware changes on the computer except for adding a CD/DVD player since the system did not include one.
Yes I did some research and tried to start windows in safe mode. The only problem is that after the automatic repair screen, the computer goes back to the dialog box. The option box does not appear. In addition, yesterday I called in to HP and support walked me through a couple of options including repairing the BIOS. None of them worked.
I printed out your suggestion and tried the reset through the windows recovery enironment. It did not work because I did not get the options screen. So far I have tried the start + V, The start + ESC key, the f11 and and the Start + Shift Key.
I did get an error message "0xc000021a" which I gave to the support person. I understand that w box is being shipped to me so that I can return the computer to HP.

It looks like the boot manager is corrupt and we need to reinstall the Windows using the recovery media.
Have you created a recovery media for your computer? If yes, then I recommend you try reinstalling the Windows using the recovery media and check whether that resolves the issue.
Or else you have send the computer for repair and HP tech will fix the issue and ship it back to you.

Thank you again. I did not prepare a recovery media. So I am waiting for the box from HP support to mail the computer back to them. luckily most of the information was mostly contained on another laptop. Not exactly backup but better than nothing.
