If it is to resell it, there is not a 100% effective solution, formatting it, and reinstalling windows is an unreliable solution
With the right tools, a malicious person could try to recover data
The best option, replacing the system disk with a new one

There are software, allow to format a System Disk more efficiently, but I don't know if 100% sure!
