During a factory reset of my computer, the power cord was accidentally disconnected. Upon reconnecting the power cord, a notification appeared indicating that the computer would be reset, and Windows would be reinstalled. Despite attempting to reset the computer, the same notification persists. I kindly request assistance in resolving this issue.

You did the worst thing you could do by disconnecting the power cord -- guaranteeing that the OS would then be corrupted beyond repair.
This is not something that can be fixed; instead, you will have to reinstall Windows from scratch and will lose everything in the process.
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Windows and the HP drivers and utilities that originally came with your PC.
You will need a working PC and a 32GB USB stick to hold the recovery files. Here is the link:

Yes and No ...
When Windows Uddates are being done, MS goes to the trouble to display a message to keep the PC turned on -- because of the serious side-effect of powering it down during an update. The resets are subject to the same issues, but I don't think a me3ssage gets displayed.
If you are able to use the HP tool to create a Windows USB stick, then you should be able to reinstall without issue and the PC will reactivate when you get back online.
If you can't use that tool, you can download an ISO from MS that you can also use to do the reinstall but you need to know the version of Windows you were running to get the right files.
