Failed Hard rive. In the past for such  thing I would be sent a replacement drive and an RMA for the broken one. Instead I have to send the whole unit back. Is this usual? Seems like it would be much faster if I was just sent a new drive.

Indeed, I had this same problem in France in 2013, I had made the request to the support service.
Contact them again and ask if possible, no reason why it should be refused normally!
it avoids, a lot of worries, I think!
