Windows 11 continues to attempt to update. Update 25H2 fails. I have gone down the rabbit hole searching online for a solution and so have tried and failed to solve it. I am down to checking into the UEFI settings and having difficulty accessing it.

 

If you are aware of a known cure for this known issue, I would be interested in hearing it.

Are you now on W11 version 24H2?

 

HP's factory default BIOS setup should have Secure Boot enabled and TPM enabled.

 

But check "msinfo" using W11 Search to verify Secure Boot is enabled.

 

Then, again using W11 Search, check tpm.msc to verify TPM 2.0 is active.

 

Check System Files:

Open an Admin command prompt as follows:

Open Search then enter "command prompt". Right-click on the search result.

Select "Run as Administrator".

Enter the following commands, one at a time. Wait for each command to complete before running the next command.

DISM.exe /Online /Cleanup-image /Restorehealth note: the PC must be connected to the network when using the DISM command.

Enter the next command to verify system files are okay.

sfc /scannow

 

Restart the PC.

 

You could try doing an in-place upgrade by creating W11 25H2 USB installation media at this Site. Or you could also try the Installation Assistant at the above site.

 

Always back up data before doing the in-place upgrade.

 

Run Setup.exe, which is one of the files included in the W11 25H2 bootable USB stick, while Windows is active.

 

Do not boot to the W11 USB stick. You will lose all data on the system drive if you install W11 by booting to the USB stick.

 

The in-place upgrade should upgrade the current W11 version to 25H2. And you should not lose any data or programs on the system drive.

Ok, so...

"winver" reports 23H2 as the current update. I thought that 24H2 had updated but apparently not.

 

System info: SecureBootState=ON

 

TPM manager window after "running tpm.msc" Under Help | about | TPM Management, the version shows 1.0... Help | About | MS Management Console shows 3.0

 

Ran: "DISM.exe /Online /Cleanup-image /Restorehealth"

The operation completed successfully (No errors/problems indicated)

 

Ran: "sfc /scannow"

"Windows Resource Protection did not find any integrity violations."

 

I have downloaded "Windows11InstallatonAssistant.exe" to a dongle but have not yet run the program.

 

My thoughts are that I should attempt to somehow install update 24H2 before attempting. Now, I did notice in Windows Update that 25H2 was successfully installed in January but the update manager insists upon continuing to attempt to update to 25H2. There seems to be some confusion within W11.

I'm not sure what's happening. Please provide a HP product number or your PC's specs.

 

Your PC supports Secure Boot. This is good.

 

TPM version 1.0 would flag a W11 installation or a W11 upgrade.

 

Did you upgrade from W10 to W11 23H2? Did you use a workaround to install W11 23H2.

 

Microsoft would not offer W11 24H2 at the official W11 download site. W11 25H2 is the current version.

 

Run the W11 Installation Assistant to see if your PC has a TPM version problem.

 

Let me know what happens.

 

You might have to do a workaround using Rufus to upgrade the PC to W11 25H2.

Purchased new with W11 already installed a couple of years ago.

 

Running update assistant and the app to check compatibility, I am told that Secure boot is active and TPM 2.0 is also installed and active.

 

I will be trying a W11 25H2 in place install using the USB drive. Formatting the drive now. I'm not sure the overall capacity and hoping it is greater than 8GB.

Good, your PC supports TPM 2.0.

 

First try running the W11 Installation assistant download within an active Windows session.

 

W11 should update to 25H2.

 

If this fails you can try the update using W11 USB installation media while Windows is running.

Ok so...

Moving forward. I performed an in place upgrade to W11 25H2 using my USB media. Apparently, the update did not take. I started it last night/this morning and left it to do its thing. Coming in this afternoon, the "update" had completed and I noticed the little popup in the lower right hand corner of the screen advising me to restart to install the newist windows feature update..... This is what I have been seeing for a couple months now. So, I went into my system to check the status of the update I did last night. Well, No change. W11 23H2 is still showing and Windows update indicates to download/update to 24H2. So apparently nothing happened last night. So as mentioned previously, I have performed all of the checks and procedures I have come up with during my search for a solution. I have also followed all of the presented features pointed to here so far all with the same outcome. NO FIX. Apparently, neither MS nor HP, though familiar with the issue, do not have a solution. So the specific update to 24H2 in my Windows Update is a 'newly' penned notice, I will attempt to let it happen and see what comes of it. If nothing more presents itself, I guess I will just turn off automatic updates for now (much to my distress) until next March when there will likely be a new update for '27 and see how that one goes.

Don't turn off Windows Update.

 

I don't have any PCs running W11 23H2 so I cannot replicate your PC's W11 25H2 in-place upgrade problem.

 

And your PC seems to meet W11 requirements.

 

Are you only using a mouse. keyboard, and monitor when trying the upgrade?

 

Is your PC using legacy hardware and associated hardware drivers which might be causing an in-place upgrade problem?

 

The architectural OS differences between W11 23H2 vs W11 24H2 were significant. The W11 24H2 to W11 25H2 OS differences were minimal.

 

So, and I'm guessing, it may not be possible to upgrade directly from W11 23H2 to W11 25H2.

 

I always recommend getting Windows .ISO files directly from Microsoft. But it seems your PC, for some unknown reason, cannot do the W11 build update using Windows Update.

 

Techspot, which is a reputable site, has the the English only version W11 24H2 .ISO available for download. The .ISO version must match the version of Windows currently installed on your PC.

 

Download the .ISO at Techspot if you are okay doing this and your PC is running the English version. Run a Virus scan of the downloaded .ISO to see if it is clean.

 

While you are in an active Windows session double click on the .ISO file to mount the .ISO.

 

You can then run the Setup.exe file located within the .ISO to try a W11 in-place upgrade.

 

Otherwise, I'm out of ideas. Maybe a different Forum member can assist.

Attempted another ISO installation of W11 25H2 from my USB drive. I received this error:

{ 0xC1900101 - 0x40017 "The installation failed in the SECOND_BOOT phase with an error during BOOT operation"}

I have attempted the update with my AV Security software disabled (Vipre which I have used for the past several years without issue). Searching the error information points, as usual, to a likely driver issue. I would like to see exactly where THAT error is occurring so I could zero in to the likely "driver" or issue.

As far as drivers go, in my Device Manager the only area showing suspicion is under OtherDevices. AAP Client; MAP MAS-ios; Wireless iAP; and Wireless iAP v2. These all show ? and when prompted, are unable to locate any drivers. So, I will uninstall those devices since 1) without drivers they are unlikely to be working and 2) I have no idea what they are.

Will attempt another manual update.

Temporarily disabling A-V software would be a good idea.

 

The unknown drivers are related to iPhone. You can remove those unknown drivers.

 

Let the Forum know how the latest in-place upgrade goes.
