A computer can have many passwords:
1. when powering-on the computer, to keep thieves from using a stolen notebook/laptop/tablet/All-In-One.
2. when trying to access an "encrypted" disk-drive, for the same reason.
3. when Windows is booting, after a hacker has used the 'SYSKEY.EXE' program to set a password, and, of course, wants ransom-money to sell you the password.
4. at the Windows "login" prompt.
My guess is that the hacker used #3, above.
Your only remedy (other than paying the ransom) ...
1. Remove the existing disk-drive.
2. Purchase and install a replacement disk-drive.
3. Reinstall Windows.
4. Install anti-virus software (necessary for Windows 7).
5. Temporarily connect the current disk-drive, to copy all your personal files from it.
6. Reinstall your programs.
