Formatted my old PC, it formatted to 99% then said it wasn't able to finish. It then entered a boot loop. I entered a USB with a frest Windows install which upon attempting to install shows there are no detectable drives. Using diskpart it shows a drive known as No Media with 0 bytes. There is a SSD and HDD installed in the PC which the install is not detecting. The BIOS however does show the SSD and HDD in the PC and it is recognized. I also checked the SSD in another PC, it is detectable and works. At a loss with what is not working here. Trying to enter any driver update, it doesn't want to find any from the USBs inserted.

From the information I could find, your PC comes with an Intel® Core™ i7-12700 processor which means that you have to install the Intel storage controllers in order for Windows to find the drive you want to install it on.
I zipped up and attached those storage controller files below.
The attached file is good for both W10 & W11.
Copy all of the files in both folders in the attached file to a USB flash drive.
Have the flash drive and your Windows installation media plugged into USB ports.
Boot from the W11 installation flash drive.
When you get to the screen where no drives can be found, click on the Load driver option, browse to the flash drive with the storage controller drivers on it.
If you check the box, it will only include the compatible driver.
Click Next, and W11 should install.
