Hello, I'm trying to create a partition from my C drive so I can edit videos on a drive separate from my OS. I have over 700 gb free, but the disk manager tells me I have zero shrink space available. I've never made a partition before, but there are two on there named "EFI system partition" and "Recovery partition" (separate from my recovery drive). I've tried defragmenting my disk several times, but that hasn't worked. Does anyone know what I could do?

you do not have to modify the system partition, you risk making the computer unusable
First of all you must at least save your personal data and create the reinstallation kit:
Creating and Using a Microsoft Recovery USB Drive (Windows 10)
or this
Using the HP Cloud Recovery Tool (Windows 10, 7)
If you want to take the risk you will need to use specialized software:

I would advise you more to invest in an external usb disk
