Since your PC is more than 5 years old, it is no longer supported by the HP cloud recovery tool.
You have two options:
You can make a W10 USB installation flash drive with the Micrsoft media creation tool from the link below.
After W10 has completed installing, you can install the drivers and available software from your PC's support page.

Or you can order the original HP factory image recovery kit for your PC from this vendor at the link below:

you can try following the steps in this link.
But HP no longer supports many models, so you can download windows 10 directly from Microsoft. The license is stored in the BIOS and windows 10 is activated again.
