My HP 23.8 all in one pc  stopped working,it is 15 months old, gets used for emails and browsing. Power goes into pc, power button when pressed lights up for 10 seconds and that is it.

I understand your HP 23.8‑inch All‑in‑One PC powers on briefly (power light for ~10 seconds) and then shuts off without booting.

Power reset your desktop computer

Turn off the computer.

Disconnect the AC adapter.

Disconnect all nonessential peripheral devices, such as printers, scanners, external hard drives, and USB flash drives.

Note:

Do not disconnect your mouse, keyboard, or monitor.

With the AC adapter unplugged, press and hold the power button for approximately 15 seconds.

After you drain the capacitors, reconnect the AC adapter. Leave peripheral devices disconnected.

Turn on the computer.

 

Ensure you’re using the original HP adapter.

Test the adapter with a multimeter or another compatible HP device to confirm stable output.
