Many years ago, when my "tube-style" TV made a similar noise, a "slap" on the side of its case worked to dislodge some dust from the voltage transformer inside, and that stopped the noise. Your Mileage May Vary. 🙂
Maybe, unplug the TV's cords, and press the on/off button to drain any residual power, and then try using a can of compressed air to try to remove any dust?

I also doubt that a "slap" on the case, or "shooting" it with compressed air, will help, but stranger things have happened.

Presumably, the HP Warranty still is valid. Exchange it for an identical, but noise-free, product.
