Can I install Windows 11 on this computer if I have 16 GB Ram and added a Core 2 Quad Q9400?

Unfortunately, you cannot install the latest version of W11 because starting with W11 24H2 and newer, Microsoft upped the processor requirements in that they need to support SSE 4.2 and the Intel Q9400 only supports SSE 4.1.

 

You need an Intel 1st gen core processor or newer to run W11 25h2 which was offered in the 8100 Elite PC series.

 

If you want to install W11 23H2 (which I did on my HP 8000 Elite CMT), that would be fine.

 

Just note that W11 23H2 has gone out of support and does not receive any cumulative or security updates.
