I will only say two or three things, and I will drop it because too many speakers, the user, does not know what to do next.

the computer works, therefore the bios works!
You could try to update the bios via windows, because that's how we should generally proceed!
Only it is not without risk, it would be done as a last resort!
Erase everything you have, and if you fail to reinstall, you will have nothing!
just try this, and said, if you get into the bios
Unplug everything except the screen, keyboard and mouse
unplug the power, then long press the power button (the power light on the back should go out)
Reconnect power, restart by tapping f10 several times!
Are you in the bios?

Thanks for the answers.

Done that , no luck

Tried that, no luck


Reconnect power, restart by tapping f10 several times!

Tried all ( ESC , F2 , F8 , F10 , F12 ) - None of them get registered by the PC

Try to access the menu as shown here:
In the advanced options there must be an option for the UEFI menu
If even then it does not work I fear that we can not do much

In the advanced options there must be an option for the UEFI menu

Once I select UEFI Menu the PC restarts and then monitors are black until I turn off pc and turn back on.

Thats why its a weird situation, I just tested everything in the PC and all passed with the HP Tool.

It must be something from the mother board maybe. A faulty chipset ?

apart from what you indicated, manipulations to try to change the bios ..
I can't know everything about your computer!
It is curious if everything works, and if the computer restarts well under Windows, even if it sometimes happens that we can not go to the bios
I know the configuration of this computer very well, but it is possible that this problem is caused by the last bios update, since you indicated to have tried
In case, I doubt it but made a test without the graphics card, by connecting the screen to the port of the motherboard

The video defaults for Uefi can be to boot to external card, do you have an onboard video card? If you are proficient and confident you can try to crash into setup by removing the cmos battery or all devices, dvd, hdd, ram to force an f1 to continue error which can get you into bios.  If you have another computer you could swap the drive into it and install windows then swap back, windows 10 usually boots ok on most machines of different hardware unless there is some rare sata controller. Start by removing the dvd and hdd and seeing if it will boot your usb then. Uefi boot usb has to be fat32, legacy ntfs and the disk partitoned as gpt.

Sorry if I've double posted this, bit busy here. UEFI sometimes defaults to external video card setting for boot, not sure why but it happens. If you just want to get into bios and you are confident and proficient to try then you can try to crash into setup by removing devices one at a time, dvd, hdd, ram, cmos battery, until you get an error screen that takes you into bios. If you have a second computer you could put the drive in as a secondary and save off the data and even reinstall windows on that pc as windows 10 should boot in most hardware unless you have some odd sata or raid controller.
