Product: HP Elite Mini 800 G9 Desktop PC (7E800AV)

Hello,

 

I am just curious regarding certain characteritics of the Elite Mini G9 800 with the core i7 13700.

The max TDP of the mini pc is claimed to be of 120w even though the max TDP of the CPU is 219w according to the Intel website. Does that mean that the CPU has an HP optimized power plant feature and will that lead to thermal throttling in the long run? My second question is the following: is the CPU in that specific build PSB vendor locked?
