I don't know the exact version of HP Envy laptop I have, but it's running on Windows 10 and has 64-bit Operating system x64-based processor 8.00GB and processor AMD Ryzen 7 2700U with Radeon Vega Mobile Gfx 2.20 GHz
The internet windows won't let you minimize the window (button missing completely -so it's full screen or nothing) and you can only have a second window open if you allow it to split the screen in half. There's also a sizing issue, that seems related, where you can barely see the (x) button to close out the window that's taking up the whole screen.

When you access the Internet, you do so using a Browser -- that is what shows the "internet window".
We need to know WHICH browser you are using, as this sounds like a display issue with the specific browser.
Examples of browsers are: InternetExplorer, Edge, FireFox, Opera.
