SetupDiag will only generate output if it finds relevant upgrade log files from a failed Feature Update (e.g., 23H2 ➜ 24H2). If it doesn't find relevant logs, it won’t generate an output file. That’s why nothing was created.
Please check if the following folder exists:
C:\$WINDOWS.~BT\Sources\Panther\
and contains files like setupact.log or setuperr.log.
If not, then SetupDiag.exe has no data to analyze, and it will not create a results file.
If the folder does exist and contains logs, try this:
mkdir C:\SetupDiag C:\SetupDiag.exe /Output:C:\SetupDiag\Results.xml /Format:xml

I found the files in the folder you directed me to look for. Sorry it's a elongated photo, but there was a lot of files above it in the same directory.
Before I attempt anything further, there are text in both logs, setuperr,log is the smallest, setupact.log is bigger, you see the file sizes in my photo, so as far as you looking at either log, what is the best log to share and if it's setupact.log how do I share that here? It has a lot text in it and both logs refer to June 21. I believe that is the day 24H2 tried to update,

Okay, here is what I did.
I did a system restore point first.
I always used Revo Uninstaller, so I am familiar with that program
I removed a bluetooth driver from the same publisher of ScpToolkit
I removed ScpToolkit entirely, I did get the installation file if I need it.
I completely removed Roxio VHS To DVD
Downloaded Windows 11 Media Creation Tool
Had it install Windows 11 installation on a USB drive
Doble clicked setup.exe on USB drive, told it to keep my files and settings
Process began and continued to 100% before any reboots took place.
After each restart, the counter continued to go up.
Finally got to the point where it said Getting things ready do not turn off your computer.
I got my first glimpse of my Windows account avatar, so that began to look good.
Finally got a notice of Almost there!
Finally I see my desk top screen and everything is there.
Here is a screen shot of System Information.
Success!!
It was most likely ScpToolkit that was the issue, because it did always start up on bootup, by its distinct sound it produced just as the desktop appeared on screen.
I suppose, I could try reinstalling it to get my PS3 controller working with my video game.
But, either way, it finally updated to 24H2 just like my other HP computers have already done so back in November of 2024.
I want to thank you NonSequitur777 for all of your help, I am vision impaired, so typing all of this stuff has been a nightmare for me visually.
UPDATE: I tried reinstalling Roxio VHS To DVD and upon rebooting, my system went into an endless repair issue. The only resolution was a system restore point. Luckily for me, it worked and it rolled back with no Roxio Easy VHS to DVD installed.
I do not know if I even want to try installing ScpToolkit again, this issue was scary enough. Still shows 24H2 is installed even though the restore point had yesterday's date.

1. Avoid Mass USB Uninstalls:
“My Universal Serial Bus Controllers in DEVICE MANAGER shows too many USB devices... I am going to uninstall every one of them...”
Important Warning: Manually uninstalling all USB controller entries may disable mouse and keyboard, especially if using USB input.
Instead, focus on:
View > Devices by connection in Device Manager.
Only uninstall ghosted/scarlet crush/unknown HID/USB Composite Devices clearly tied to ScpToolkit or non-functional virtual drivers.
Then reboot. DO NOT uninstall USB Root Hub, USB xHCI, or Generic USB Hub entries unless you are confident they're not in use.
2. Safe Uninstallation Path for ScpToolkit:
ScpToolkit injects:
ScpVBus.sys (virtual bus driver)
libusb0.sys, libusbk.sys
Signed but outdated HID/Bluetooth filters
Use ScpToolkit Driver Installer (if still available on your system) and choose "Uninstall drivers."
Then:
Run DriverStore Explorer (RAPR): remove all libusb, Scp, or DualShock related INF packages.
Use Autoruns to remove orphaned services.
This will give the 24H2 upgrade a better shot without compromising USB subsystems.
3. Minimize Roxio Pain:

4. Better ISO Upgrade Workflow:
