@Matthew55 --  the stuttering is still happening.

 

Does it happen when you have NO Internet connection?

 

While running Windows, open the Windows "Task Manager" app, and switch to its "Performance" tab. Then, minimize its window. When you get the "stutter", view the app's window, to see if there are any "blips" in the graphs (CPU, disk-drive) that have just happened?

 

Does your computer have a "spinning" disk-drive, or a SSD (Solid State Device) ? A SSD should not "stutter".

Hello thank you for the reply. I am not sure if the stuttering happens only when I'm connected to the internet or not. I will have to test and see. I will try keeping the performance tab open on task manager and see if I can stop what is happening when the stuttering occurs. I have a terabyte M.2 SSD
