HP Omni 27 small 4 button icon appears and disappears constantly resembles side monitor 4 buttons

HP Omni 27 monitor has a  vertical 4 button icon that appears and disappears constantly. The vertical black 4 button icon resembles the 4 buttons on the side of the monitor; menu, plus and minus and pc to game mode. The plus sign has a red circle with a line through it cannot click on it when putting mouse over it the thinking spinning circle happens never saw it before turned computer on and there it is what is it and how do I get ride of it I tried pressing the side monitor button menu but noting happens cannot get menu to pop up pc with adjustments could this be a hardware issue I ran a diagnostic and it said computer working fine is there a way to disable what ever this is . If. anyone has an info that would be greatly appreciated thank you DB

I owe someone a thank you but cannot find the string or person that told me to do this and it worked thank you to all this is what I did but cannot take credit for it hopefully this will also help someone else but hopefully you never have this happen: 

1. Click Start and search: msconfig > Select System Configuration;

2. Click Services on System Configuration > Click and select Hide all Microsoft services > Click Disable all;

3. Click Startup on System Configuration > Click Open Task Manager;

4. Select each startup item on Startup and click Disable > Close Task Manager;

5. Click OK on Startup tab of System Configuration > Restart PC.After this the

4 button icon  is gone I did do some research and found out which file it was in the start up menu config that was causing this: DT_Startup.exe once disabled the strange 4 button icon that kept appearing and disappearing is now out of my life. Now I need to figure out which software program was using it.
