This morning I found a new program installed on my PC called HP One Agent. What is this and how did it get on my computer. I have uninstalled it.

Hi! This process does not work! Have tried it twice. You can not deactivate it, you can try(disable) both but when the laptop re-starts again or just simply turning it o HP One Agent is back. It installs itself every time the laptop is turned on or re-started and creates a restore point every time this happens. Sometimes with the laptop on it installs it self sometimes 3 times a day and creating a restore point.

You are right !
It has an authentic HP signature.
If there is no internet access when starting it runs then stops.
It seem to be using some kind of driver (Maybe HP application driver ?)
This looks like a telemetry tool exporting infomations to HP.
VitusTotal does not detect anything.

So now what? I tried contacting the HP help desk (via chat) and showed them the problem when they were connected by remote desktop connection and their answer was that it was a software problem and they were only trained to handle hardware issues but I could use the repair option that charges foe their services. I told them that was unacceptable as this app was installed without my knowledge or consent and is causing all types of problems and the worst part is that I don't even have a HP printer that this app is supposed to be used for! The contact info on the HP site is ridiculous - it just takes you round in circles but never gives any proper contact numbers or email contacts to actually make a connection - only the contact I made via chat that only fixes problems with hardware and their referral to the group that deals with software issues - but they will charge you and maybe not even fix the problem? This is a problem that has to be fixed by HP at the programming level as it should never be installed automatically or without a customer's consent and then expect the customer to pay fees to have it uninstalled - if it can be uninstalled at all. One expert on another site said it was their opinion that this was installed as part of a Windows 11 update package (probably sent to Microsoft by HP) and the reason it won't stay uninstalled is because it is not actually an app but a service - even though it shows up as an installed app in settings>apps>installed apps?

Revo unistaller could not get rid of it.
I think Autoruns (https://learn.microsoft.com/en-us/sysinternals/downloads/autoruns#download) (be careful) has succeeded.

I went to services and disabled everything that started with HP. For the first time ever, no HP One Agent was installed on my Desktop today.
I have also located the HP One Agent installer application and tried to remove it but was denied saying I needed System permission to do so. I have since learned that if I operate in the safe mode I should be able to delete (or maybe rename) this file. I will do that if the da** thing reappears meaning the services action is not working.
On my computer the installer location is:
C:\Windows\System32\DriverStore\FileRepository\hpcustomcapcomp.inf_amd64_68dfa22df0e83290\x64\
Scroll down to HPOneAgent. On my machine I have to add the location increments one by one, can't just paste the location in and go.

I just ran Disk Cleanup and selected drivers to be cleaned. When I checked in File Explorer the HPOneAgent application in the DriverStore\FileRepository\et al. was gone. Maybe worth trying this.
