Thank you for the rersponse; however, that document just explains the how to do the upgrade in general, but I am having a problem on a specific system.
We have tried several times and even asked for help from Microsoft, and it appears the system just freezes during the early part of the install. Is it possible to find out if the HP Phoenix H9-113 (QW847AAR#ABA, SN: SN: MX32150FCJ) can even be upgraded to Windows 10?

It supports Windows 10 based on the system requirements listed by Microsoft. Here's the document.

The person who I've been helping has a Microsoft service contract, and Microsoft's research showed that for this system "Microsoft is saying there are drivers that are need to be updated and HP never did this to support Windows 10…"
He's going to try to install windows 8.1, if he can find a copy.
I'm thinking a Linux version might be a better solution for him. Any response to that?

The drivers are not available for Win 10 as this PC was launched much before the release of Win 10.
Windows 8 should work as the drivers are available. Here's the link to the driver page. Once you have installed the operating system, try updating the computer using the windows and HPSA updates -
Step 1 Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 2 HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
