Welcome to the HP Forum.
Checked your PC's specs at this Site. Motherboard specs are at this Site.
You have, what I believe to be, a socket BGA CPU running at 1.5 GHz, 4 GBs of system memory, and a slow platter HDD.
Your PC is around the minimum specs required to run W10.
I would talk to a local PC Tech for upgrade suggestions.
Add some RAM (the MB supports up to 16 GBs) and switch to a SATA SSD or a M.2 SSD (the MB has a M.2 socket). HP says you can upgrade the CPU but SoC socketed CPUs are very difficult to upgrade.
