Hp all in one monitor

This is an indication of a failing monitor and/or video chipset.  You need to connect a second monitor to the HDMI output port to see if it has the same artifacts.  If it does not, the monitor is failing -- and replacing that is VERY expensive and risky as the monitor screen has to be PRIED off, risking breakage in the process.  Same is true when pressing the new sceen into place.
