ok guys
i've seen that all my issues are due to the DVI-D output of the video card
it's like the DVI-D output of the video card has some sort of delay to turn ON the screen
if i connect a monitor using an HDMI cable the HP LOGO appears when the PC turn ON
and with F10 i can enter the bios
i've turned ON virtualization technology
(i've not understand why HP engineers have decided to turn this feature OFF by default...)
now i can run HyperV on W10
bye

I understand that you're not able to perform any tasks upon powering the computer on.
Is the HP logo appearing on the screen? Are there any lights blinking on the device itself? Have you heard any beeps from the device? Have you seen any error messages or done anything that might have caused a boot failure.

exactly, i cannot boot from DVD or USB keys neither.
I need to go to the bios, as i need to use HyperV on this machine and it say that Intel VT technology is disabled in the bios
the screen turn ON when windows is alredy starting, so i don't see any boot/bios logos/stuff when i turn on the PC
it's like the video card has a sort of "delay" turning on, i'm using DVI-D output
