how to use blue function keys on key board?

I press FN key but it is not working, when press 3 number key while hold FN key 

 it does not give blue key pond symbol

Thank you for posting your query, I will be glad to help you. 
To use the blue keys on your HP laptop keyboard, press and hold the Fn key, which is usually located next to the Windows key, while pressing the desired key with the blue icon or number.

Some HP notebooks allow you to use the action keys without pressing the Fn key each time. To enable this feature:
1. Turn off your computer.
2. Turn on the computer and immediately press the F10 key repeatedly to open the BIOS Setup Utility.
3. Use the left and right arrow keys to navigate to the System Configuration menu.
4. Use the up and down arrow keys to navigate to Action Keys Mode.
5. Press the Enter key to display the choice of Enabled or Disabled.
6. Select your preferred option. Enabled does not require pressing the Fn key to use the actions printed on the 
7. function keys, while Disabled requires pressing the Fn key to use the actions printed on the function keys.
8. Navigate to the Exit menu.
9. Select Save Changes and Exit, and then confirm by selecting Yes.


Other methods to try:
Press and hold the left Ctrl and Shift keys, then tap the right Shift key.
Activate blue characters by pressing Ctrl + Fn + right Shift keys once; to deactivate, press Ctrl + Fn + right Shift keys twice.
