The desktop has failed the hard drive short dst check, and not able to start the Windows. I am considering replacing the hard drive, but since the warranty was expired, I want to check the price for the hard drive replacement to see if it is worthy.

You have a few options:
1. You can replace the 1 TB 3.5" mechanical hard drive with another 1 TB hard drive (not recommended).
2. You can replace the 1 TB hard drive with a 1 TB 2.5" SATA solid state drive (SSD).

You would also need a 3.5" to 2.5' adapter to mount the smaller SSD where the 3.5" drive is now:
I recommend this adapter:
3. Probably the best option would be to install a M.2 2280 NVMe SSD which is about 5 x faster than a SATA SSD is since your PC has support for a M.2 SSD.
