My hard disk died.

I got a new one. How can I get my Windows 10 registration number?

To use the right term -- what you are asking for is your Windows product key -- and unfortunately, HP keeps no records of individual keys associated with individual PCs.  So there is no way for us to provide it to you.

But, if you reinstall the same OS that was on it, when you get the screen for entering the product key, skip that and finish the install.  When you then go back online, the PC will automatically reactivate.
