Tried to start my computer after a power outage , and got the Hard disk 3F0 message. Did the F2 diagnostic and I have memory but no storage and no hard drive installed.

Ouch! 

 

Either the part of the motherboard that interfaces with your disk-drive has been "fried" by a power-surge, or the power & data cables between your disk-drive and your motherboard have been "fried" by a power-surge, or the disk-drive itself has been "fried" by a power-surge.

 

If you physically disconnect and remove the disk-drive, and temporarily connect it to a different computer, and use that "F2" trick, does that computer detect the disk-drive?  If not, then it is likely the disk-drive that got "fried".
