Computer won’t book up.   Getting hard drive ssd smart drive error.  Ptr07s-a44bqa-wpqc2j-609n03 is the failure Id. product id is: 4bb18ut. 
this computer is only 3 years old, used by adults to surf web and pay bills.  Not handled roughly at all!  
what does this error mean?   Can I somehow get it to book up to make backups?  
does it really need replaced already?

The SMART failure would indicate the hard drive is/has failed.  Since it will not boot, I would assume it has failed.  That also means the drive needs to be replaced and it might be too late to do backups.

Do not do anything else with trying to recover with the hard drive connected.

You can reinstall Windows using the recovery Client on a new drive which will make it like it was from the factory.

That series of PC can come with several choices for drives. As you can look up which options listed are what your PC has

If it happens to have a regular SATA hard drive or a PCIe NVMe M.2 SSD, it is easier for the regular replacements.  If it has some of the other options, it will be more difficult.

If the drive that failed is a regular SATA hard drive, you might be able to retrieve some data from it using a USB to SATA adapter and Linux OS.  Report back in what you find.
