My old hard drive died there’s so way for it to work and I bought a new hard drive but now I don’t know how to download windows on the new one without using my old account/hard drive. Is there a way I can put a new windows account on my new hard drive for my pc?

You can not "download" anything onto a blank drive, period.  To be usable, a drive must be FORMATTED to contain a file system, and a blank drive has not been formatted.

 

What you basically have to do is download Windows install media to a USB stick.  You can then boot from that stick, with a PC that has the blank drive already connected, and install Windows to that drive,

 

But a better approach would be to read the info below about HP Cloud Recovery and see if you can use that:

 

If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.

The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.

if your pc is not compatible, you just have to create an installation media with the Microsoft tool!
