seems like a scam to me ..
You are instructed to give an activation code to "reactivate the registry", I have never seen this!
Do you know what you got this message for?
I advise you to find what this tel number corresponds to if possible, in any case, do not call!
It will certainly be necessary to contact a forum specialized in this type of problem.
