When I try to launch OMEN Gaming Hub, it says my PC is too outdated and doesn't allow me to use the command center. And I can't find a way to enable/change the XMP memory so my PC can run better.

What is the Product Number of the computer? I need this information to review the specifications of it. Please don't furnish the Serial # or other personal information. You can find the Product Number at the bottom of the page when you open HP Support Assistant.

Here is the HP Knowledge Base guide for the Omen Command Center: https://support.hp.com/us-en/document/c05387497
If you look at the section titled "Omen software compatible models" you will see that your model only has Lighting Only.
For you to be able to overclock your memory, as you stated, HP would have to add XMP's to the BIOS/UEFI: https://www.pcgamer.com/what-are-xmp-profiles-and-how-do-i-use-them/
This has not been done until recently in their high-end models. You won't be able to overclock your memory.
