Receiving Recovery screen Boot configuration dat for your PC is missing or contains errors

That error requires some work but it can be repaired.  You most likely will need the install media to fix this or a third party tool.

If you need the install media for Windows 10, you can make it from this Microsoft download

https://www.microsoft.com/en-us/software-download/windows10

With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to  repair the install by booting to this new media and choosing click on the Repair your computer option located on the bottom left side of your screen. This will open the Repair options.

I was able to use the posted information to create a recovery flash drive, but cannot get my pc to get past the Blue Recovery Boot Error Screen or the Setup Utility Screen. I didn't see an option for a command line to enter commands.  Any other suggestions?

That sounds as though you did not boot to the newly created media, but the PC started the same as it was. 

Lets first run the Diagnostics routine.

To run the Diagnostics routine, Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a popup menu shows. Then pick Diagnostics from that popup menu, F2.

If all of the items pass, then from that same popup menu, choose F9 to place the USB flash drive as first boot choice.

It will then boot to the new media.
Report back with the results.

Couldn't get it to go to Diagnostic Mode.  After hitting ESC multiple times at startup.  Still went to boot error.

If you started tapping Esc before actually pressing the start and keep tapping Esc until the popup menu appears, then perhaps a USB keyboard is being used and the keyboard is not recognized in time.  Try using a PS/2 connected keyboard and try again.  It needs to be able to get into the popup menu (BIOS) or this is not going to progress any further.

BTW: which model of the Hp Compaq 8000 elite is this?
