It wasn't turning on at all? Or it wasn't boot into windows? Which was the case?
If you CAN, to find out the problem, you would need to be able run hardware diagnostics by pressing the Esc key repeatedly and then, when the HP Startup Menu appears, select Diagnostics (usually F2) and let it run.

It wasn’t boot into windows. At the startup menu I pressed F9 to get into diagnostics and got these results: CPU Test Passed, hard drive connection test passed, boot test passed, S.M.A.R.T. test passed, and memory test passed. Then I press “R” key to reboot and it loads for a second then screen goes black. I then shut it off and turned it back on and pressed F11 for system recovery, and in the recovery manager window I pressed Microsoft startup repair tool and got these results: NoOsInstalled.
