Unfortunately, there is nothing you can do about the issue you described: your desktop is simply outdated and cannot be refurbished with a different motherboard either.
What I would do is browse through eBay and look for either an HP ProDesk 600 G4 SFF or an HP EliteDesk 800 G4 SFF, both have a Trusted Platform Module (TPM) 2.0 Embedded Security Chip and are both made for 8th gen Intel Core processors, such as the i7-8700.
Between the two, I would recommend the EliteDesk, in part because there are more power supply options available for this model. And come to think of it, between an SFF and the Tower platforms I would recommend the Tower platform since there is more room to fit a high(er)-end graphics card.
Various eBay Sellers offer very good deals for the aforementioned PC options.
