You would have to provide more details.

Many HP PCs ship with McAfee Security software. Windows Security would not be the default security software in this situation.

You could still use Windows Security to run scans or access the software to tweak specific security settings for Edge and other items.

I use Bitdefender as my primary security software. But I also have Windows Security do periodic scans.

It is not good to have two different security programs actively running in the background at the same time.

Or, if you are only using Windows Security and you can't run the program then you may have malware running on your PC.

So you would have to provide more information on what is happening with Windows Security.
